Celebrating its 21st anniversary this year, the Busan-Jinhae Free Economic Zone Authority (Commissioner Park Sung-ho, hereafter referred to as "the BJFEZ Authority") is forging ahead to define the next two decades of development for the BJFEZ. The Authority is making continuous efforts to revitalize the regional economy in Busan and Gyeongnam while contributing to national competitiveness. Strategically located at the heart of Korea's tri-port system—where world-class ports, airports, and railways converge—the BJFEZ has emerged as a strategic base for companies seeking to access global markets.
Thanks to its outstanding logistics infrastructure and business-friendly environment, the BJFEZ continues to attract leading global companies. Among Korea’s nine Free Economic Zones (FEZs), the BJFEZ has achieved the top performance. Since its inception in 2004, it has recorded USD 4.72 billion in foreign direct investment (FDI) and is home to 2,266 tenant companies, including 481 operating in designated core strategic industries*. Based on these achievements, the BJFEZ Authority has received the highest performance rating (Grade S) for three consecutive years in the Ministry of Trade, Industry and Energy’s FEZ performance evaluation.

◆ Engine of Innovation and Growth: Advancing Development, Investment, and Enterprise Support
In January, Commissioner Park Sung-ho was inaugurated as the 9th Commissioner of the BJFEZ Authority. Since taking office, he has thoroughly reviewed key areas such as development projects, investment attraction, and enterprise support, while formulating concrete strategies for sustained growth. At his inauguration, Commissioner Park pledged to promote the BJFEZ as an attractive investment destination for both domestic and global companies by strengthening infrastructure and administrative support across the board.
In terms of development, ensuring the timely execution of key projects has emerged as a top priority. Ongoing initiatives across Busan and Jinhae are accelerating the development of industrial complexes and logistics infrastructure. The Wasung District, a core area within the integrated logistics business belt, has reached a 30% completion rate, while development of the hinterland for the southern section of the Busan New Port has been completed. These efforts aim to ensure the timely provision of required industrial sites. Commissioner Park emphasized the importance of strategic development aligned with changes in the global economic environment and pledged to build a foundation for sustainable growth.
The Authority is also achieving visible results in investment promotion. Through active tax incentives and other support measures, it has secured expanded investments from companies such as Naigai Busan Logistics Center (KRW 26 billion), Mitsui-Soko Korea (KRW 48.2 billion), and signed an MOU for a KRW 14 billion investment with Kokusai Express. To further attract investment in core strategic industries, the BJFEZ Authority has implemented organizational restructuring, establishing new departments dedicated to strategic industry promotion, as well as media relations.
Enterprise support policies are also being reinforced. To improve the business environment for resident companies, the Authority is easing regulations and expanding administrative support. Notably, the Smart Safety Management Support Program to prevent serious industrial accidents will be expanded to 15 companies this year, up from 6 last year. Digital transformation (DX) support will also be enhanced to strengthen corporate capabilities. Furthermore, Commissioner Park will host a forum for resident companies to gather firsthand feedback and implement more effective enterprise support measures.
◆ Nearing 100% Development Completion, Expansion of the BJFEZ Gaining Momentum
With its development completion rate nearing 100%, the BJFEZ is evolving into a global business hub that harmoniously integrates logistics, industry, and residential functions. The BJFEZ spans 49.9 km² (approximately 15 million pyeong) across Gangseo-gu in Busan and Jinhae-gu in Changwon, Gyeongnam Province, and consists of five main areas—▲New Port, ▲Myeongji, ▲Jisa, ▲Dudong, and ▲Ungdong—comprising 22 development districts. To date, 13 districts have been completed, while the remaining 9 are steadily progressing. Each district is being developed with a specific function, including logistics and distribution, high-tech industry and international business, and leisure and tourism.
In response to growing land demand ahead of the 2029 opening of the Gadeok Island New Airport and the 2040 opening of the Jinhae New Port, the BJFEZ Authority is actively working to expand its designated area. With unparalleled future development potential, robust logistics infrastructure, and progressive regulatory reform, the BJFEZ continues to attract large-scale investments from global logistics firms. Demand is also increasing among existing investors for additional land.
On the 25th of last month, the Ministry of Land, Infrastructure and Transport designated two new regional strategic projects during a Cabinet meeting: the Tri-Port Global Complex Logistics District (2.79 km² in Songjeong, Hwajeon, and Noksan-dong, Gangseo-gu, Busan) and the Jinhae New Port Hinterland Complex (6.98 km² in Namyang, Seongnae, and Wonpo, Jinhae-gu, Changwon). This decision is expected to accelerate the expansion of the BJFEZ’s designated territory.
◆ A Premier Logistics Base with Port, Airport, and Rail Infrastructure in Perfect Harmony
The BJFEZ’s greatest strength lies in its tri-port infrastructure that seamlessly integrates sea, air, and land transportation.
First, Busan Port—ranked second globally in transshipment volume and seventh in container throughput—is a hub port in Northeast Asia, offering optimal logistics connectivity for both domestic and global companies.
Air cargo services are efficiently handled through Gimhae International Airport, while a nationwide network of highways and railways ensures swift and cost-effective inland transportation. Thanks to these locational advantages, the BJFEZ maximizes logistical efficiency and offers an ideal supply chain environment, from raw material sourcing to finished goods export.
Looking ahead, the BJFEZ is poised to further strengthen its global standing through future mega port and airport projects. The Gadeok International Airport, scheduled to open in 2029, will enable large-scale air cargo handling, while the Jinhae New Port, expected to open in 2040, will be developed as a world-class smart port.
The BJFEZ not only boasts world-class infrastructure today but is also actively implementing future development plans that position it as a key economic center in Northeast Asia. With both present capabilities and a forward-looking vision, the BJFEZ is on track to become a truly global business and logistics hub.
