In its pursuit of ‘becoming one of the world's premier logistics hubs’, the Busan-Jinhae Free Economic Zone Authority (Commissioner Kim Ki-young, hereafter referred to as ‘the BJFEZ Authority') is diligently working to create special economic zones for high-value-added complex logistics and global advanced industries.

 ◇‘A Strategic Hub’ for the Largest Global Logistics Center in Northeast Asia

The Busan- Jinhae Free Economic Zone (hereafter referred to as ‘the BJFEZ’) is strategically positioned as a gateway connecting the Pacific Ocean and the Eurasian continent, boasting excellent conditions for global trade in the northeast Asia market. The completion of the Tri-Port, including Gadeok New Airport, New Port hinterland railway transport systems, and Jinhae New Port, will transform BJFEZ into a smart logistics platform with global appeal.

Furthermore, the BJFEZ aims to establish the foundation for an innovative growth engine industry in the future, focusing on key industries in southeast Korea such as machinery, shipbuilding, aviation, automobile, maritime, and ship equipment sectors. This forms a manufacturing belt connecting Ulsan, Busan, and Changwon. The BJFEZ Authority has concentrated on tasks envisioning BJFEZ, in addition to being a base for development and the attraction of foreign investment, to play a pivotal role as an outpost leading new industries and innovative local growth.

Firstly, the Authority has laid the ‘groundwork for core strategic industries,' including data convergence, bio-medical, value-added logistics, and smart transport equipment industries as the core strategic industries. Responsible organizations were expanded and reformed to implement new visions and development plans through consultations with private sector experts.

Secondly, the ‘environment attractive to businesses’ was created to actively draw advanced and new industries, as well as outstanding companies from home and abroad. In particular, a ‘strategic commitee for investment promotion’, directly led by the Commissioner, was newly initiated to attract and support global anchor companies to deregulate with the necessary administrative supports. 

These efforts resulted in fruitful outcomes, such as investment contracts for Coupang's smart logistics centers and an eco-friendly logistics center for Eco & Logis Busan Corp. 

Recently, DWL Global opened a 79,338㎡ logistics center in the Ungdong Distripark with an investment of KRW 55 billion, the largest amount of a single company in the zone. Additionally, the world's top commodities logistics anchor tenant, Access World, opened its global complex logistics center of 49,586㎡ in the same Distripark.

Thus, the BJFEZ Authority has actively worked to attract large and top-tier companies, enabling job creation with positive effects on local economies.

Each district has own investment promotion plans to attract relevant advanced businesses, clustering core businesses with R&D research complexes. ▲Myeongji District will combine bio-medical, AI, data convergence, and value-added knowledge industries. ▲The New Port Hinterland and other logistics complexes will aggregate value-added complex logistics industries, e-commerce, and cold chain logistics. ▲Bobae District and Nammoon District will focus on shipbuilding equipment.

Thirdly, development projects by each district will be swiftly conducted. 

The Authority has implemented a KRW 1.7 trillion knowledge industry center project in the land of Myeongji District for business facilities (Block 1 & 2), aiming for completion by the end of 2023 in collaboration with Busan City and LH, despite the harsh economic conditions.

Wasung District, with signed investment agreements, will witness a KRW 2 trillion global advanced complex logistics center built by 2027, serving as the largest logistics platform in the southeast region of Korea. Additionally, Ungcheon & Namsan District and Ungdong District will consult with Gyeongsangnam-do Province to select project undertakers and find fundamental solutions.

◇ ‘Record-Breaking FDI (foreign direct investment)!’ BJFEZ as a Premier Global Investment Destination

In the past year, the BJFEZ achieved a record-breaking $546 million in foreign direct investment and KRW 1.05 trillion in domestic investment. 

According to ‘a factual survey conducted in 2022 by the Ministry of Trade, Industry, and Energy (as of 2021)’, BJFEZ is home to 1,893 companies, employing 56,666 individuals, with revenues reaching KRW 25.2611 trillion and exports totaling KRW 4.8310 trillion, showcasing a double-digit growth trend.

These achievements result from BJFEZ Authority's bold efforts in deregulations and the promotion of new industries in response to the evolving industrial landscape in southeast Korea, transitioning from machinery manufacturing to services and complex logistics industries. As these movements presented the potential of the BJFEZ, local and global businesses made decisive investments in the region.

In terms of development projects to create investment environments, the Authority initiated the long-desired Myeongji District for business facilities (blocks 1 & 2) project. A drastic and rapid measure taken by the Authority resulted in selecting undertakers for the project who will build a knowledge industry center larger than 661,157㎡.

The Authority focused on solving the difficulties faced by companies and ‘eased height limitations on buildings (from 40 m to 60 m)’ in the hinterland complex. This deregulation attracted more investment, leading to value-added cold chain industries and new cargo volumes, contributing to job creations and the revitalization of the local economy. This case was selected as one of ‘the seven best practices for proactive administrative deregulation’ by the Ministry of Public Administration and Security.

In particular, the BJFEZ Authority joined the World Logistics Passport membership for the first time as the Korean partner to help tenant companies reduce logistics costs and delivery time, and to find new customers based in Latin America, the Middle East, and other emerging markets.

The BJFEZ is centered around the Busan New Port, the world’s second-largest transshipment port and the seventh-largest container port, equipped with core infrastructures for the logistics tri-port. The Zone builds optimal investment environments to cover shipbuilding equipment and automobile industries, serving as a growth engine for local economies in Busan and Gyeongsangnam-do.

◇ Advancing Toward a Global Export Hub Beyond Southeast Korea

The BJFEZ Authority has created conditions to make the BJFEZ a hub for value-added complex logistics and global advanced industries based on continued efforts and achievements with Gadeok New Airport and Jinhae New Port construction. Systemic business support and proper infrastructure are required to propel the BJFEZ forward as a global export hub.

Firstly, the Authority will make master plans for core strategic industries such as data convergence, bio-health, complex logistics, and transport business, with specialized nurturing strategies for the innovative growth of companies.

Secondly, digital transformation platforms and cooperative networks will be established to support tenant companies in accelerating digital transformation. The Authority will serve as a core base for local industries, supporting not only the introduction of ESG management systems for the continued growth of tenant companies but also deregulating, resolving complaints, and assisting in business management.

Thirdly, an optimal residential environment will be built for foreign investors and businesses. In particular, the Myeongji District has witnessed the construction of residential facilities, large-scale shopping complexes, including department stores. International schools and general hospitals will be attracted to innovate the region. 

The Authority has focused on attracting global R&D centers and start-ups, supplying talent to the southeast region in Korea. 

In the future, the BJFEZ is expected to become a mecca for new industries in southeast Korea and an international business city where talents from abroad will stay and tour through Gadeok New Airport.

Fourthly, a value-added hinterland will be created to increase the value of each district. The limitation issue of hinterland in Busan New Port will be solved by developing West Distripark, Ungdong Distripark, and South Distripark, attracting top-ranking logistics companies and anchor tenants. 

Specifically, investments in Ungdong Distripark (phase 2) and West Distripark (phase 1) have attracted interest from global logistics companies.

Meanwhile, the Authority has deregulated to help tenant companies enable manufacturing and delivering all at once to create more value. The Bobae Complex District has enhanced specialized local business competitiveness by connecting data convergence services and port logistics R&D centers.

Last but not least, the BJFEZ Authority will expand and designate a free economic zone to address site scarcity and meet the demand in logistics, an industry that includes cold chains and smart logistics for Busan New Port, a northeast Asian port logistics hub. The expansion of the zone will attract more businesses contributing to the local economies. The Authority has devoted itself to making the zone a hub for a logistics tri-port such as Gadeokdo airport complex city, Northeast Asia logistics hub, in line with the development of Busan New Port and Jinhae New Port.

Commissioner Kim Ki- young of BJFEZ Authority said, “The coexistence of businesses and local communities will make BJFEZ a great place for businesses to run and for citizens to live. The Authority will support in full swing.” 

Despite the unprecedented uncertainty of financial markets and the downturn of construction businesses, the BJFEZ will attract growth engine industries with global competitiveness to become a driving force for Korean economic growth as an outpost for export beyond the southeast region in Korea, reaching a new milestone.
