BJFEZ Authority Achieves the Highest Grade in the Evaluation of Free Economic Zones by the Ministry of Trade, Industry, and Energy for Two Consecutive Years

◈ BJFEZ Authority earns 'the S-class' in the 2022 performance evaluation following the same grade in 2021.

◈ Gadeokdo New Airport and Jinhae New Port will propel BJFEZ to the world’s best logistics hub.

The Busan-Jinhae Free Economic Zone Authority (hereafter referred to as ‘the BJFEZ Authority’) announced that it received the ‘S-class’ or the highest grade in the 2022 performance evaluation among nine FEZ Authorities by the 136^th Free Economic Zone Committee held by the Ministry of Trade, Industry, and Energy (referred to as the MOTIE) in Seoul on August 29.

 

- Purpose: Annual performance evaluation to develop FEZs and substantiate businesses. - Subject: Nine Korea FEZ Authorities in total.* *(2021) 7 FEZ Authorities (Busan-Jinhae, Incheon, Gwangyang Bay Area, Gyeonggi, Daegu-Gyeongbuk, East Coast, Chungbuk) (2022) 9 FEZ Authorities (Busan- Jinhae, Incheon, Gwangyang Bay Area, Gyeonggi, Daegu- Gyeongbuk, East Coast, Chungbuk, Ulsan, Gwangju) - Evaluation method: documentary evaluation by committee, on-site monitoring, interview with the commissioner, etc. - Evaluation result: 3 classes (S for 2-3 Authorities, A for 3-5, and B for 2-3)

This two-year consecutive achievement is thanks to the record-high performance in the attraction of foreign direct investment reaching up to USD 546 million (341% of the target figure, 160 billion) or the largest record among nine Korea FEZs since its establishment in 2004. The BJFEZ was recognized to drive Korea FEZs.

Meanwhile, it is more meaningful that this S- class is the result of competition among 9 FEZs in Korea with two subjects (Gwangju, Ulsan) added to the list.

‘The performance evaluation of FEZs’ is an evaluation system introduced in 2010 to promote the development of each FEZ by evaluating the attraction of investment records and the progress of development, which consists of quality evaluations, including ▲ development strategies, ▲ attraction strategies of investment, ▲ establishment strategies of innovative ecosystems, ▲leadership of commissioners, ▲ deregulations, ▲ evaluation of development project adequacy, and quantitative evaluations such as ▲ attraction of foreign direct investment, ▲ attraction of domestic businesses’ investment, ▲ evaluation of unit districts, ▲ satisfaction survey on resident companies.

The BJFEZ Authority has received favorable evaluations in operations, strategies, and development projects with various efforts, such as ▲ introduction of self-regulation card systems and self-monitoring for deregulations, ▲ usage of fixed-term public employee systems, ▲ close engagement and communication with relevant institutions, ▲ signing up for World Logistics Passport membership, ▲ digital- transformation- basis business support, ▲ expansion of land to lease to foreign investors, and efforts to attract relative institutions building innovative ecosystems.

In particular, two cases were selected as best practices, such as ‘the introduction of regulation management card systems’ to establish innovative regulation systems and ‘signing up for World Logistics Passport membership for the first time in Korea’ to support resident companies to expand their overseas market base and reduce logistics costs and delivery times.

Kim Ki- young, Commissioner of BJFEZ Authority said, “The BJFEZ Authority has established a tailor- made master plan to attract investment, responding to the changing global economic environment and business investment conditions in the increasing uncertainties. These efforts resulted in attracting investment in value-added logistics and global advanced industries. We are happy that our works to deregulate and address complaints of companies were recognized.” He added, “We will strengthen our advantages and overcome shortcomings in this result. The Authority will never stop making efforts to make BJFEZ the largest global logistics hub as well as an outpost of advanced industries in the future based on Gadeokdo New Airport (completed by 2029) and Jinhae New Port (by 2040).”
